  1.1                          A bill for an act 
  1.2             relating to game and fish; authorizing an exemption 
  1.3             from the fishing license requirement for certain 
  1.4             persons; amending Minnesota Statutes 1998, section 
  1.5             97A.445, subdivision 2. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  Minnesota Statutes 1998, section 97A.445, 
  1.8   subdivision 2, is amended to read: 
  1.9      Subd. 2.  [ANGLING; INSTITUTIONAL RESIDENTS.] A license is 
  1.10  not required to take fish by angling with the written consent of 
  1.11  the superintendent or chief executive of the institution for the 
  1.12  following persons: 
  1.13     (1) a resident of a state hospital; 
  1.14     (2) a patient of a United States Veterans Administration 
  1.15  hospital; 
  1.16     (3) an inmate of a state correctional facility; 
  1.17     (4) a resident of a licensed nursing or boarding care home, 
  1.18  a person who is enrolled in and regularly participates in an 
  1.19  adult day care program or other similar organized activity 
  1.20  sponsored by a licensed nursing or boarding care home, or a 
  1.21  resident of a licensed board and lodging facility; and 
  1.22     (5) a resident of a drug or alcohol residential treatment 
  1.23  program under the age of 20; and 
  1.24     (6) a person under the age of 20 who is under the 
  1.25  supervision of an area learning center that has a primary 
  2.1   mission to serve at-risk teenagers and is issued a special 
  2.2   permit by the commissioner.
