A bill for an act
relating to water; appropriating money for a joint powers agreement and planning
to address water issues concerning White Bear Lake.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin WHITE BEAR LAKE JOINT POWERS AGREEMENT;
APPROPRIATION.

new text begin (a) $....... in fiscal year 2016 is appropriated from the ....... fund to the commissioner
of natural resources for a grant to the White Bear Lake Conservation District:

new text begin (1) to facilitate the formation of a joint powers agreement between the communities
of White Bear Lake, White Bear Lake Township, Birchwood Village, Dellwood, and
Mahtomedi and other interested communities; and

new text begin (2) for legal work necessary for the joint powers agreement.

new text begin (b) The White Bear Lake Conservation District shall work with the communities
included in the joint powers agreement established under paragraph (a) to identify
solutions to address lake level issues concerning White Bear Lake that are agreed to by
all communities included in the joint powers agreement. Solutions identified under this
paragraph must not require action by or otherwise impact communities not included in the
joint powers agreement.
