  1.1                          A bill for an act 
  1.2             relating to local government; providing for dues to 
  1.3             the Ramsey County League of Local Governments; 
  1.4             amending Laws 1963, chapter 728, section 1, as amended.
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Laws 1963, chapter 728, section 1, as amended 
  1.7   by Laws 1965, chapter 577, section 1, and Laws 1980, chapter 
  1.8   612, section 7, is amended to read:  
  1.9      Section 1.  [RAMSEY COUNTY LEAGUE OF LOCAL GOVERNMENTS.] 
  1.10     The cities of Arden Hills, Falcon Heights, Gem Lake, Little 
  1.11  Canada, Lauderdale, Maplewood, Mounds View, New Brighton, North 
  1.12  Oaks, North St. Paul, Roseville, St. Paul, Shoreview, Vadnais 
  1.13  Heights, and White Bear Lake, the town of White Bear, Ramsey 
  1.14  County, watershed districts, soil and water conservation 
  1.15  districts, school districts and all other governmental 
  1.16  subdivisions lying in whole or in part within Ramsey County, are 
  1.17  hereby empowered to participate in the organization of a Ramsey 
  1.18  County league of local governments and to be members thereof.  
  1.19  Each governmental subdivision may appropriate through its 
  1.20  governing body, out of its general fund, money to pay the annual 
  1.21  dues as established by the board of directors of the league and 
  1.22  contribute funds to the league to be used for research and other 
  1.23  projects of similar nature relating to problems common to the 
  1.24  members.  The actual and necessary expenses of the delegates of 
  1.25  the governmental subdivisions may also be reimbursed out of the 
  2.1   general funds of the governmental subdivisions. 
  2.2      The maximum amount of money paid by any city or town to the 
  2.3   league, as dues, contributions or otherwise shall not exceed: 
  2.4      (a) Five cents per capita based on the population of each 
  2.5   respective city or town according to the metropolitan council 
  2.6   population estimate of the year previous to the establishment of 
  2.7   dues; or 
  2.8      (b) $1,250; 
  2.9      whichever is less. 
  2.10     The minimum amount of the dues shall be $50. 
  2.11     The dues for Ramsey County and governmental subdivisions 
  2.12  other than cities and towns shall be determined by individual 
  2.13  negotiation with the league.  Each governmental subdivision has 
  2.14  the powers and duties provided by Laws 1961, Chapter 728, for 
  2.15  members of this league.
