  1.1                          A bill for an act 
  1.2             relating to elections; providing for updated voter 
  1.3             records; amending Minnesota Statutes 1996, section 
  1.4             201.13, by adding a subdivision. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  Minnesota Statutes 1996, section 201.13, is 
  1.7   amended by adding a subdivision to read: 
  1.8      Subd. 4.  [CHANGE OF ADDRESS; UPDATING VOTER RECORDS.] The 
  1.9   secretary of state may periodically obtain the names and 
  1.10  addresses of residents of this state who have filed a permanent 
  1.11  change of address order with the United States Postal Service 
  1.12  and report this information to the county auditors, who shall 
  1.13  update the appropriate voters' records in the manner provided in 
  1.14  this subdivision.  
  1.15     The secretary of state shall search the statewide 
  1.16  registration system to identify registered voters whose change 
  1.17  of address has been confirmed by mailed notice by the United 
  1.18  States Postal Service and shall provide the county auditors with 
  1.19  a report on these voters.  The county auditor shall update each 
  1.20  voter's record to reflect the voter's new address in this 
  1.21  state.  The county auditor shall verify each voter's new address 
  1.22  by nonforwardable mailed notice in the manner provided by 
  1.23  section 201.121, subdivision 2.  The county auditor shall delete 
  1.24  from the statewide registration system the records of persons 
  1.25  who no longer reside in this state.  
  2.1      Sec. 2.  [EFFECTIVE DATE.] 
  2.2      This act is effective July 1, 1999.
