A bill for an act
relating to health; establishing an addiction and recovery office in the Department
of Health; proposing coding for new law in Minnesota Statutes, chapter 144.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin (a) The commissioner of health shall establish a Youth Substance Use and Addiction
Recovery Office to focus on preventing adolescent substance use and addiction. The
commissioner shall employ a director to lead the Youth Substance Use and Addiction
Recovery Office and staff necessary to fulfill its purpose.

new text begin (b) The director shall:

new text begin (1) make efforts to bridge mental health and substance abuse treatment silos and work
across agencies to focus the state's role and resources in preventing youth substance use
and addiction;

new text begin (2) develop and share resources on evidence-based strategies and programs for addressing
youth substance use and prevention;
new text end

new text begin (3) establish and manage external partnerships and build relationships with communities,
community leaders, and persons and organizations with direct experience with youth
substance use and addiction; and
new text end

new text begin (4) work to achieve progress on established measurable goals that track the state's efforts
in preventing substance use and addiction among the state's youth population.

RECOVERY OFFICE.

fund to the commissioner of health to establish the Youth Substance Use and Addiction
Recovery Office in section 1.
