  1.1                          A bill for an act 
  1.2             relating to the state budget; providing for 
  1.3             transitional financing for certain governmental 
  1.4             functions under certain conditions. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [APPROPRIATIONS; EFFECTIVE DATE.] 
  1.7      Subdivision 1.  [APPLICATION.] This section applies to the 
  1.8   following bills of the 2001 First Special Session:  S.F. Nos. 4, 
  1.9   7, and 9, and H.F. No. 2. 
  1.10     Subd. 2.  [WHEN EFFECTIVE.] If the bill is passed by both 
  1.11  the Senate and the House of Representatives before July 1, 2001, 
  1.12  and delivered to the Revisor of Statutes to be enrolled and 
  1.13  presented to the governor, but the governor does not approve the 
  1.14  bill before July 1, 2001, then any appropriation in the bill for 
  1.15  the fiscal year ending June 30, 2001, or for the fiscal year 
  1.16  ending June 30, 2002, is appropriated and available immediately 
  1.17  upon passage by the last house, or July 1, 2001, respectively, 
  1.18  notwithstanding that the bill has not yet been approved by the 
  1.19  governor.  Money must not be spent from the appropriation at a 
  1.20  rate greater than that of appropriations for the same purpose 
  1.21  for the fiscal year ending June 30, 2001.  If the governor 
  1.22  vetoes the bill, or an item of appropriation of money in the 
  1.23  bill, the unobligated balance of the appropriation at the time 
  1.24  of the veto must be unalloted and not spent unless the veto is 
  1.25  overridden.  
  2.1      Subd. 3.  [DURATION.] When a bill referred to in this 
  2.2   section becomes a law, or on July 6, 2001, whichever comes 
  2.3   first, this section no longer applies to it. 
  2.4      Sec. 2.  [EFFECTIVE DATE.] 
  2.5      This act is effective the day following final enactment.
