A bill for an act
relating to environment; banning trichloroethylene in products and for use in
manufacturing processes; proposing coding for new law in Minnesota Statutes,
chapter 325E.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin For the purposes of this section, the following terms have
the meanings given.

new text begin (b) "Extraction solvent" means a solvent used to separate a specific substance from a
mixture.
new text end

new text begin (c) "Refrigerant" means a chemical that is used as a heat carrier in a cooling mechanism
and that changes from liquid to gas and back again in the refrigeration cycle.

new text begin (d) "Trichloroethylene" means a chemical with the Chemical Registry Abstract Services
Number of 79-01-6.

new text begin (e) "Vapor degreaser" means a substance boiled to a vapor that condenses onto metal
parts, causing beading and dripping, and that removes contaminants from the parts.

new text begin Beginning January 1, 2020, a person may not manufacture,
process, or distribute in commerce a product containing trichloroethylene.

new text begin Beginning January 1, 2020, a person may not use trichloroethylene
as a vapor degreaser, an intermediate chemical to produce other chemicals, a refrigerant,
or an extraction solvent or in any other manufacturing or cleaning process or use.

new text begin Replacement chemicals. new text end

new text begin A person must not replace trichloroethylene with a
chemical identified as a chemical of high concern according to section 116.9402.

new text begin This section is effective the day following final enactment.
