A bill for an act
relating to health care; proposing an amendment to the Minnesota Constitution
by adding a section to article XI; dedicating the proceeds of the health care
provider tax to MinnesotaCare and health care access.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin An amendment to the Minnesota Constitution is proposed to the people. If the
amendment is adopted, a section shall be added to article XI, to read:

new text begin Sec. 16. new text end

new text begin The proceeds of a tax on the revenue from providing health care services to
Minnesota residents must be credited to the health care access fund in the state treasury.
The assets of the health care access fund must be used only to support the MinnesotaCare
program and to increase access to health care in underserved populations and geographical
areas of the state. The proceeds must not be used to supplant general funds.

new text begin The proposed amendment must be submitted to the people at the 2010 general
election. The question submitted must be:

new text begin "Shall the Minnesota Constitution be amended to dedicate the proceeds of the
MinnesotaCare provider tax to increase access to affordable health care for Minnesotans?
