  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing bonds 
  1.3             and appropriating money for construction of an 
  1.4             educational and training facility on the Red Lake 
  1.5             reservation. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION.] 
  1.8      $2,000,000 is appropriated from the bond proceeds fund to 
  1.9   the board of trustees of the Minnesota state colleges and 
  1.10  universities for a grant to the Red Lake tribal council to 
  1.11  construct an educational and training facility on land assigned 
  1.12  by the council on the Red Lake reservation.  The building will 
  1.13  provide a site for Northwest technical college to offer basic 
  1.14  skills and vocational training to adults to help them overcome 
  1.15  the effects of underemployment and unemployment and to prepare 
  1.16  them for meaningful employment.  Training will utilize 
  1.17  personalized, computerized programs designed to prepare 
  1.18  participants for college and other further training as well as 
  1.19  direct access to the workforce. 
  1.20     Sec. 2.  [BOND SALE.] 
  1.21     To provide the money appropriated by section 1 from the 
  1.22  state bond proceeds fund, the commissioner of finance, on 
  1.23  request of the governor, shall sell and issue bonds of the state 
  1.24  in an amount not to exceed $2,000,000 in the manner, upon the 
  1.25  terms, and with the effect prescribed by Minnesota Statutes, 
  2.1   sections 16A.631 to 16A.675, and by the Minnesota Constitution, 
  2.2   article XI, sections 4 to 7. 
  2.3      Sec. 3.  [EFFECTIVE DATE.] 
  2.4      This act is effective the day following final enactment.
