  1.1                          A bill for an act 
  1.2             relating to economic development; authorizing the Iron 
  1.3             Range Resources and Rehabilitation Board to pay the 
  1.4             citizen and legislator board members per diem and 
  1.5             expenses for attendance at board meetings; amending 
  1.6             Minnesota Statutes 2003 Supplement, section 298.22, 
  1.7             subdivision 2. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  Minnesota Statutes 2003 Supplement, section 
  1.10  298.22, subdivision 2, is amended to read: 
  1.11     Subd. 2.  [IRON RANGE RESOURCES AND REHABILITATION BOARD.] 
  1.12  There is hereby created the Iron Range Resources and 
  1.13  Rehabilitation Board, consisting of 13 members, five of whom are 
  1.14  state senators appointed by the Subcommittee on Committees of 
  1.15  the Rules Committee of the senate, and five of whom are 
  1.16  representatives, appointed by the speaker of the house of 
  1.17  representatives.  The remaining members shall be appointed one 
  1.18  each by the senate majority leader, the speaker of the house of 
  1.19  representatives, and the governor and must be nonlegislators who 
  1.20  reside in a taconite assistance area as defined in section 
  1.21  273.1341.  The members shall be appointed in January of every 
  1.22  odd-numbered year, except that the initial nonlegislator members 
  1.23  shall be appointed by July 1, 1999, and shall serve until 
  1.24  January of the next odd-numbered year.  Vacancies on the board 
  1.25  shall be filled in the same manner as the original members were 
  1.26  chosen.  At least a majority of the legislative members of the 
  2.1   board shall be elected from state senatorial or legislative 
  2.2   districts in which over 50 percent of the residents reside 
  2.3   within a taconite assistance area as defined in section 
  2.4   273.1341.  Nonlegislative members of the board must be 
  2.5   compensated and reimbursed for board-related expenses in the 
  2.6   manner provided in section 15.0575.  Legislative members are 
  2.7   entitled to receive reimbursements for board-related expenses in 
  2.8   the manner provided in sections 3.099, subdivision 1, and 3.101 
  2.9   and receive per diem payments for board services during the 
  2.10  interims between legislative sessions in the manner provided in 
  2.11  section 3.099, subdivision 1.  All expenditures and projects 
  2.12  made by the commissioner of iron range resources and 
  2.13  rehabilitation shall be consistent with the priorities 
  2.14  established in subdivision 8 and shall first be submitted to the 
  2.15  Iron Range Resources and Rehabilitation Board for approval by a 
  2.16  majority of the board of expenditures and projects for 
  2.17  rehabilitation purposes as provided by this section, and the 
  2.18  method, manner, and time of payment of all funds proposed to be 
  2.19  disbursed shall be first approved or disapproved by the board.  
  2.20  The board shall biennially make its report to the governor and 
  2.21  the legislature on or before November 15 of each even-numbered 
  2.22  year.  The expenses and compensation of the board shall be paid 
  2.23  by the state from the funds raised pursuant to this section.
