A bill for an act
relating to human services; directing the commissioner of human services to
study medical assistance spenddown collection options; requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

MEDICAL ASSISTANCE SPENDDOWN COLLECTION OPTIONS STUDY.

new text begin The commissioner of human services shall study and report on how other states
handle the collection of medical assistance spenddowns. The report shall include: (1) an
overview of alternative methods for the collection of medical assistance spenddowns that
are practical for the client, provider, and state, and that place responsibility for collecting
the spenddown with the state; and (2) the projected costs for implementing these alternative
spenddown collection processes in Minnesota. The commissioner shall report the results
of the study to the chairs and ranking minority members of the legislative committees with
jurisdiction over health and human services policy and finance by November 15, 2015.
