  1.4             amending Minnesota Statutes 2003 Supplement, sections

  1.10            Session chapter 9, article 7, section 12.  
  1.11  BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.12     Section 1.  Minnesota Statutes 2003 Supplement, section 
  1.13  124D.135, subdivision 1, is amended to read: 
  1.14     Subdivision 1.  [REVENUE.] The revenue for early childhood 
  1.15  family education programs for a school district equals $120 for 
  1.16  fiscal years 2003 and 2004 and $96 for fiscal year 2005 and 
  1.17  later, times the greater of: 
  1.18     (1) 150; or 
  1.19     (2) the number of people under five years of age residing 
  1.20  in the district on October 1 of the previous school year. 
  1.21     [EFFECTIVE DATE.] This section is effective the day 
  1.22  following final enactment.  
  1.23     Sec. 2.  Minnesota Statutes 2003 Supplement, section 
  1.24  124D.20, subdivision 3, is amended to read: 
  1.25     Subd. 3.  [GENERAL COMMUNITY EDUCATION REVENUE.] The 
  1.26  general community education revenue for a district equals $5.95 
  1.27  for fiscal year 2003 and 2004 and $5.23 for fiscal year 2005 and 
  1.28  later, times the greater of 1,335 or the population of the 
  2.1   district.  The population of the district is determined 
  2.2   according to section 275.14.  
  2.3      [EFFECTIVE DATE.] This section is effective the day 
  2.4   following final enactment.  
  2.5      Sec. 3.  Laws 2003, First Special Session chapter 9, 
  2.6   article 7, section 11, subdivision 2, is amended to read: 
  2.7      Subd. 2.  [SCHOOL READINESS.] For revenue for school 
  2.8   readiness programs under Minnesota Statutes, sections 124D.15 
  2.9   and 124D.16: 
  2.10       $ 9,536,000 $10,084,000   .....     2004
  2.11       $ 9,258,000 $10,395,000   .....     2005
  2.12     The 2004 appropriation includes $1,605,000 for 2003 and 
  2.13  $7,931,000 $8,316,000 for 2004. 
  2.14     The 2005 appropriation includes $1,982,000 $2,079,000 for 
  2.15  2004 and $7,276,000 $8,316,000 for 2005.  
  2.16     [EFFECTIVE DATE.] This section is effective the day 
  2.17  following final enactment.  
  2.18     Sec. 4.  Laws 2003, First Special Session chapter 9, 
  2.19  article 7, section 11, subdivision 3, is amended to read: 
  2.20     Subd. 3.  [EARLY CHILDHOOD FAMILY EDUCATION AID.] For early 
  2.21  childhood family education aid under Minnesota Statutes, section 
  2.22  124D.135: 
  2.23       $19,675,000    .....     2004 
  2.24       $15,129,000 $21,546,000   .....     2005 
  2.25     The 2004 appropriation includes $3,239,000 for 2003 and 
  2.26  $16,436,000 for 2004.  
  2.27     The 2005 appropriation includes $4,109,000 for 2004 and 
  2.28  $11,020,000 $17,437,000 for 2005.  
  2.29     [EFFECTIVE DATE.] This section is effective the day 
  2.30  following final enactment.  
  2.31     Sec. 5.  Laws 2003, First Special Session chapter 9, 
  2.32  article 7, section 11, subdivision 5, is amended to read: 
  2.33     Subd. 5.  [HEAD START PROGRAM.] For Head Start programs 
  2.34  under Minnesota Statutes, section 119A.52: 
  2.35       $16,475,000 $18,375,000   .....     2004
  2.36       $17,100,000 $18,375,000   .....     2005
  3.1      [EFFECTIVE DATE.] This section is effective the day 
  3.2   following final enactment.  
  3.3      Sec. 6.  Laws 2003, First Special Session chapter 9, 
  3.4   article 8, section 7, subdivision 2, is amended to read: 
  3.5      Subd. 2.  [COMMUNITY EDUCATION AID.] For community 
  3.6   education aid under Minnesota Statutes, section 124D.20: 
  3.7        $5,495,000     .....     2004 
  3.8        $3,406,000 $4,439,000    .....     2005 
  3.9      The 2004 appropriation includes $956,000 for 2003 and 
  3.10  $4,539,000 for 2004.  
  3.11     The 2005 appropriation includes $1,134,000 for 2004 and 
  3.12  $2,272,000 $3,405,000 for 2005. 
  3.13     [EFFECTIVE DATE.] This section is effective the day 
  3.14  following final enactment. 
  3.15     Sec. 7.  [APPROPRIATION; WAY TO GROW.] 
  3.16     $475,000 in fiscal year 2004 and $475,000 in fiscal year 
  3.17  2005 are appropriated from the general fund to the commissioner 
  3.18  of education for the Way to Grow/School Readiness program under 
  3.19  Minnesota Statutes, section 124D.17. 
  3.20     [EFFECTIVE DATE.] This section is effective the day 
  3.21  following final enactment.  
  3.22     Sec. 8.  [REPEALER AND REENACTMENT.] 
  3.23     Laws 2003, First Special Session chapter 9, article 7, 
  3.24  section 12, is repealed retroactively from July 1, 2003, and 
  3.25  notwithstanding any law to the contrary, Minnesota Statutes 
  3.26  2002, section 124D.17, is reenacted.
