  1.1                          A bill for an act 
  1.2             relating to education finance; reinstating the 
  1.3             after-school enrichment grant program; appropriating 
  1.4             money; proposing coding for new law in Minnesota 
  1.5             Statutes, chapter 124D. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [124D.2211] [AFTER-SCHOOL ENRICHMENT GRANT 
  1.8   PROGRAM.] 
  1.9      Subdivision 1.  [ESTABLISHMENT.] A competitive statewide 
  1.10  after-school enrichment grant program is established to provide 
  1.11  implementation grants to community or nonprofit organizations, 
  1.12  political subdivisions, or school-based programs.  The 
  1.13  commissioner may use criteria for after-school enrichment 
  1.14  programs under Minnesota Statutes 2002, section 124D.221, to 
  1.15  evaluate grant proposals. 
  1.16     Subd. 2.  [PRIORITY NEIGHBORHOODS.] For grants in 
  1.17  Minneapolis and St. Paul, the commissioner must give priority to 
  1.18  neighborhoods in this subdivision.  In Minneapolis, priority 
  1.19  neighborhoods are Near North, Hawthorne, Sumner-Glenwood, 
  1.20  Harrison, Jordan, Powderhorn, Central, Whittier, Cleveland, 
  1.21  McKinley, Waite Park, Sheridan, Holland, Lyndale, Folwell, and 
  1.22  Phillips.  In St. Paul, priority neighborhoods are 
  1.23  Summit-University, Thomas-Dale, North End, Payne-Phalen, Daytons 
  1.24  Bluff, and the West Side. 
  1.25     Subd. 3.  [PROGRAM OUTCOMES.] The expected outcomes of the 
  2.1   after-school enrichment programs are to: 
  2.2      (1) increase the number of children participating in 
  2.3   adult-supervised programs in nonschool hours; 
  2.4      (2) support academic achievement, including the areas of 
  2.5   reading and math; 
  2.6      (3) reduce the amount of juvenile crime; 
  2.7      (4) increase school attendance and reduce the number of 
  2.8   school suspensions; 
  2.9      (5) increase the number of youth engaged in community 
  2.10  service and other activities designed to support character 
  2.11  improvement, strengthen families, and instill community values; 
  2.12     (6) increase skills in technology, the arts, sports, and 
  2.13  other activities; and 
  2.14     (7) increase and support the academic achievement and 
  2.15  character development of adolescent parents. 
  2.16     Subd. 4.  [PLAN.] An applicant shall develop a plan for an 
  2.17  after-school enrichment program for youth.  The plan must 
  2.18  include: 
  2.19     (1) collaboration with and leverage of existing community 
  2.20  resources that have demonstrated effectiveness; 
  2.21     (2) creative outreach to children and youth; 
  2.22     (3) involvement of local governments, including park and 
  2.23  recreation boards or schools, unless no government agency is 
  2.24  appropriate; 
  2.25     (4) community control over the design of the enrichment 
  2.26  program; and 
  2.27     (5) identification of the sources of nonpublic funding. 
  2.28     Subd. 5.  [PLAN APPROVAL; GRANTS.] An applicant shall 
  2.29  submit a plan developed under subdivision 4 to the commissioner 
  2.30  for approval.  The commissioner shall award a grant for the 
  2.31  implementation of an approved plan. 
  2.32     Sec. 2.  [APPROPRIATION; AFTER-SCHOOL ENRICHMENT GRANTS.] 
  2.33     $5,000,000 in fiscal year 2005 is appropriated from the 
  2.34  general fund to the commissioner of education for after-school 
  2.35  enrichment grants under section 1.
