  1.1                          A bill for an act 
  1.2             relating to capital improvements; authorizing the 
  1.3             issuance of state bonds; appropriating money for 
  1.4             capital improvements to county court facilities; 
  1.5             proposing coding for new law in Minnesota Statutes, 
  1.6             chapter 373. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [373.401] [COUNTY COURTHOUSE CAPITAL GRANTS.] 
  1.9      (a) The state shall pay 50 percent of the cost of capital 
  1.10  improvements to county courthouses and court facilities to 
  1.11  account for needed capital improvements to all space in county 
  1.12  courthouses and court facilities that are for the use of the 
  1.13  judiciary, and to support the judicial function, or space that 
  1.14  is incident to that function. 
  1.15     (b) The state shall pay 100 percent of the cost of 
  1.16  courthouse security improvements of a capital nature that 
  1.17  contribute to security of the judicial operations in the county 
  1.18  courthouses. 
  1.19     (c) The improvements must be part of a capital improvement 
  1.20  plan of the county adopted under section 373.40, subdivision 3, 
  1.21  or other law. 
  1.22     (d) A county that wishes to receive a grant must first make 
  1.23  a request to the chief justice, who may appoint an advisory task 
  1.24  force to provide advice to prioritize the needs of the various 
  1.25  counties seeking grants under this section. 
  1.26     (e) After considering the applications, the chief justice 
  2.1   must make recommendations for priorities and amounts to the 
  2.2   commissioner of finance at the time and in the manner required 
  2.3   of state agencies making capital requests to the commissioner. 
  2.4   Grants must be made through the office of the state court 
  2.5   administrator.  The administrator must distribute the grants as 
  2.6   authorized by law and in accordance with the requirements of the 
  2.7   Department of Finance for capital grants to and through state 
  2.8   agencies. 
  2.9      Sec. 2.  [APPROPRIATION.] 
  2.10     $....... is appropriated from the bond proceeds fund to the 
  2.11  state court administrator for capital improvement grants to 
  2.12  counties for capital improvements to county courthouses and for 
  2.13  the security of judicial operations in county court facilities.  
  2.14  The grants must be made in accordance with the recommended 
  2.15  priority list of the chief justice except as otherwise provided 
  2.16  by law. 
  2.17     Sec. 3.  [BOND SALE.] 
  2.18     To provide the money appropriated in this act from the bond 
  2.19  proceeds fund, the commissioner of finance shall sell and issue 
  2.20  bonds of the state in an amount up to $....... in the manner, 
  2.21  upon the terms, and with the effect prescribed by Minnesota 
  2.22  Statutes, sections 16A.631 to 16A.675, and by the Minnesota 
  2.23  Constitution, article XI, sections 4 to 7. 
  2.24     Sec. 4.  [EFFECTIVE DATE.] 
  2.25     Sections 1 and 3 are effective the day following final 
  2.26  enactment.
