A bill for an act
relating to transportation; requiring certain programming for expansion along a
segment of marked Interstate Highway 94.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) For purposes of this section, the following terms have
the meanings given.

new text begin (b) "Commissioner" means the commissioner of transportation.

new text begin (c) "Interstate Highway 94 project" means construction or reconstruction of marked
Interstate Highway 94 with an additional general purpose lane of travel in each direction
between Albertville and Monticello.

new text begin The commissioner shall include the Interstate Highway
94 project in the Statewide Transportation Improvement Program (STIP) by no later than
its 2021 regular update. The Interstate Highway 94 project must remain in the STIP until
it is completed, and it may not be removed or delayed from the initial date of scheduled
commencement unless the commissioner (1) identifies special unforeseen circumstances,
and (2) submits a notification, including specific reasons for the delay, to the members of
the legislative committees with jurisdiction over transportation policy and finance.
