A bill for an act
relating to higher education; providing scholarship for student interns at the
Washington Center's creditworthy internship program; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

SCHOLARSHIPS; APPROPRIATION.

new text begin $100,000 in fiscal year 2016 and $100,000 in fiscal year 2017 are appropriated from
the general fund to the commissioner of the Office of Higher Education for the purpose
of providing scholarships to Minnesota residents attending Minnesota public or private
degree-granting higher education institutions. The scholarships are for attending and
participating in the Washington Center's creditworthy academic internship program during
fall, spring, or summer terms. The program combines work experience in Washington,
D.C., with participation in civic engagement and leadership activities. Approximately
two-thirds of the appropriation shall be allocated to public higher education institutions
and the remainder to private institutions. Each institution may set up a scholarship
application process for its students or combine with other institutions in an application
process. The commissioner shall create a process to allocate the appropriation among
institutions. The commissioner may reallocate money among institutions if an institution
does not expend its allocation.
