A bill for an act
relating to capital investment; appropriating money for a wastewater treatment
plant improvement in Owatonna to serve the cities of Owatonna and Medford;
authorizing the sale and issuance of state bonds.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin Appropriation; Owatonna. new text end

new text begin $22,000,000 is appropriated from the bond
proceeds fund to the Public Facilities Authority for a grant to the city of Owatonna to design,
engineer, construct, furnish, and equip a wastewater treatment facility in the city of
Owatonna. This appropriation is available when the commissioner of management and
budget determines that an amount sufficient to complete the project has been committed to
the project.

new text begin $4,500,000 is appropriated from the bond proceeds
fund to the Public Facilities Authority for a grant to the city of Medford to demolish the
existing wastewater treatment plant, pay for the sewer access charge, acquire property and
easements, design, engineer, construct, furnish, and equip a connection to the Owatonna
wastewater treatment facility from the city of Medford's wastewater collection system. This
appropriation is available when the commissioner of management and budget determines
that an amount sufficient to complete the project has been committed to the project.

new text begin To provide the money appropriated in this section from the bond
proceeds fund, the commissioner of management and budget shall sell and issue bonds of
the state in an amount up to $26,500,000 in the manner, upon the terms, and with the effect
prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, and by the Minnesota
Constitution, article XI, sections 4 to 7.
