  1.1                          A bill for an act 
  1.2             relating to natural resources; extending the 
  1.3             availability of appropriations from the Minnesota 
  1.4             future resources fund and the environment and natural 
  1.5             resources trust fund; requiring a study and 
  1.6             authorizing funding. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  [MINNESOTA FUTURE RESOURCES FUND; ENVIRONMENT 
  1.9   AND NATURAL RESOURCES TRUST FUND; APPROPRIATIONS CARRYFORWARD.] 
  1.10     (a) The availability of the appropriations for the 
  1.11  following projects is extended to June 30, 2005, or for the 
  1.12  period of any federal money received for the project:  Laws 
  1.13  1999, chapter 231, section 16, subdivision 4, paragraph (b), as 
  1.14  extended by Laws 2001, First Special Session chapter 2, section 
  1.15  14, subdivision 18, paragraph (b), Mesabi trail land acquisition 
  1.16  and development-continuation; and Laws 2001, First Special 
  1.17  Session chapter 2, section 14, subdivision 5, paragraph (i), as 
  1.18  extended by Laws 2003, chapter 128, article 1, section 9, 
  1.19  subdivision 20, paragraph (a), Gateway Trail Bridge. 
  1.20     (b) The availability of the appropriation for the following 
  1.21  project is extended to June 30, 2006:  Laws 2003, chapter 128, 
  1.22  article 1, section 9, subdivision 11, paragraph (b), bucks and 
  1.23  buckthorn:  engaging young hunters in restoration. 
  1.24     (c) The availability of the appropriation for the following 
  1.25  project is extended to June 30, 2006:  Laws 2001, First Special 
  1.26  Session chapter 2, section 14, subdivision 4, paragraph (e), 
  2.1   restoring Minnesota's fish and wildlife habitat corridors, and 
  2.2   after June 30, 2004, the appropriation may be spent as provided 
  2.3   in Laws 2003, chapter 128, article 1, section 9, subdivision 5, 
  2.4   paragraph (a), restoring Minnesota's fish and wildlife habitat 
  2.5   corridors-phase II. 
  2.6      [EFFECTIVE DATE.] This section is effective the day 
  2.7   following final enactment. 
  2.8      Sec. 2.  [LCMR PARKS STUDY.] 
  2.9      Subdivision 1.  [REGIONAL PARKS.] The Legislative 
  2.10  Commission on Minnesota Resources shall continue studying park 
  2.11  issues, including the study of funding for operation and 
  2.12  maintenance costs at regional parks within the seven-county 
  2.13  metropolitan area and outside the seven-county metropolitan 
  2.14  area.  The commission may make additional recommendations on 
  2.15  park issues to the 2005 legislature. 
  2.16     Subd. 2.  [FUNDING AUTHORIZATION.] To begin implementing 
  2.17  the recommendations in the Legislative Commission on Minnesota 
  2.18  Resources February 2004 parks report, up to $6,000 of the 
  2.19  appropriation in Laws 2003, chapter 128, article 1, section 9, 
  2.20  subdivision 3, paragraph (b), is for an agreement with the 
  2.21  Association of Minnesota Counties to identify and develop a 
  2.22  comprehensive list of regional parks outside of the seven-county 
  2.23  metropolitan area, including an inventory of park facilities. 
  2.24     [EFFECTIVE DATE.] This section is effective the day 
  2.25  following final enactment.
