A bill for an act
relating to health care; requiring commissioner of health to award a grant to study
low retention rates for advanced practice registered nurses in primary care practice;
appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin ADVANCED PRACTICE REGISTERED NURSES PRIMARY CARE
PRACTICE WORKFORCE RETENTION STUDY.

new text begin The commissioner of health shall award a grant to a nonprofit medical research foundation
to study retention of advanced practice registered nurses (APRNs) in primary care practice
and the high rate of "burn out" by APRNs in Minnesota specifically in areas of the state
currently facing primary care workforce shortages. The grantee shall:

new text begin (1) develop a survey tool to measure workforce retention data for APRNs;
new text end

new text begin (2) collect workforce data specific to retention issues, including but not limited to work
conditions, work stress, and quality of care perceptions;

new text begin (3) create a process to share the data collected with employers, professional associations,
and state agencies;
new text end

new text begin (4) make recommendations based on the study on possible solutions to address burn out
and low retention rates among APRNs in primary care practice; and

new text begin (5) report to the chairs and ranking minority members of the legislative committees and
divisions with jurisdiction over health care workforce issues on the results of the study, data
collected, the process used to share the data, and any recommendations by October 1, 2018.

Sec. 2. new text begin APPROPRIATION.

new text begin $300,000 in fiscal year 2018 is appropriated from the general fund to the commissioner
of health for the APRN primary care practice workforce retention study in section 1. This
is a onetime appropriation.
