  1.1                          A bill for an act 
  1.2             relating to education; creating a community 
  1.3             school-based revenue program as a component of general 
  1.4             education revenue; amending Minnesota Statutes 2000, 
  1.5             section 126C.10, subdivision 1, by adding a 
  1.6             subdivision. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 2000, section 126C.10, 
  1.9   subdivision 1, is amended to read: 
  1.10     Subdivision 1.  [GENERAL EDUCATION REVENUE.] For fiscal 
  1.11  year 2000 and thereafter, the general education revenue for each 
  1.12  district equals the sum of the district's basic revenue, basic 
  1.13  skills revenue, training and experience revenue, secondary 
  1.14  sparsity revenue, elementary sparsity revenue, transportation 
  1.15  sparsity revenue, total operating capital revenue, equity 
  1.16  revenue, referendum offset adjustment, transition revenue, and 
  1.17  supplemental revenue, and community school-based revenue. 
  1.18     [EFFECTIVE DATE.] This section is effective July 1, 2001. 
  1.19     Sec. 2.  Minnesota Statutes 2000, section 126C.10, is 
  1.20  amended by adding a subdivision to read: 
  1.21     Subd. 29.  [COMMUNITY SCHOOL-BASED REVENUE.] (a) For fiscal 
  1.22  year 2002 and later, a district's community school-based revenue 
  1.23  for each building is equal to $100 times the lesser of: 
  1.24     (1) the number of adjusted marginal pupil units in 
  1.25  kindergarten to grade 6 at each school building; or 
  1.26     (2) 200. 
  2.1      (b) A district must allocate its community school-based 
  2.2   revenue to each school building in the district where the 
  2.3   children who have generated the revenue are served. 
  2.4      (c) For the purposes of this subdivision, "building" means 
  2.5   the education site as defined in section 123B.04, subdivision 1. 
  2.6      (d) A school site decision-making team, as defined in 
  2.7   section 123B.04, subdivision 2, paragraph (a), or the 
  2.8   instruction and curriculum advisory committee under section 
  2.9   120B.11, if the school has no school site decision-making team, 
  2.10  shall recommend how the community school-based revenue will be 
  2.11  used to carry out the purpose of this section.
