  1.1                          A bill for an act 
  1.2             relating to flood relief; appropriating money for 
  1.3             loans or grants to be paid for homes or class three 
  1.4             property in disaster areas substantially damaged by 
  1.5             the floods of 1997. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [APPROPRIATION.] 
  1.8      $70,000,000 is appropriated in fiscal year 1997 from the 
  1.9   general fund to the commissioner of public safety for the 
  1.10  following purposes: 
  1.11     (1) $30,000,000 is available for loans at two percent per 
  1.12  year interest to homeowners for repair of substantial flood 
  1.13  damage to their homes in counties declared disaster areas in 
  1.14  1997 by federal authority.  The maximum loan for one home is 
  1.15  $........  Loans under this clause must be coordinated with and 
  1.16  not duplicative of 1997 federal flood disaster loans and grants. 
  1.17     (2) $30,000,000 is available for loans at two percent per 
  1.18  year interest to owners of class three property as classified in 
  1.19  Minnesota Statutes, section 273.13, that is substantially 
  1.20  damaged by 1997 floods in counties declared disaster areas in 
  1.21  1997 by federal authority.  The maximum loan for one class three 
  1.22  parcel is $........  Loans under this clause must be coordinated 
  1.23  with and not duplicative of 1997 federal flood disaster loans 
  1.24  and grants.  
  1.25     (3) $10,000,000 is available for grants to those with 
  2.1   immediate housing needs because of substantial damage to their 
  2.2   housing in counties declared disaster areas in 1997 by federal 
  2.3   authority.  Grants under this clause must not exceed $....... 
  2.4   for each household.  Grants under this clause may be paid to 
  2.5   households that had in 1996 no more than the federal poverty 
  2.6   level of income for a household of the same size.  
  2.7      Sec. 2.  [EFFECTIVE DATE.] 
  2.8      Section 1 is effective the date after its final enactment.
