A bill for an act
relating to water; appropriating money for a water technology cluster
development.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATION; PILOT WATER TECHNOLOGY CLUSTER
DEVELOPMENT GRANT.

new text begin (a) $1,000,000 in fiscal year 2016 is appropriated from the general fund to the
commissioner of employment and economic development for a grant to a Minnesota-based
nonprofit with demonstrated expertise in water technology research and development
to establish a water technology cluster development pilot program. This is a onetime
appropriation that is available until June 30, 2017.

new text begin (b) The grant recipient under paragraph (a) shall:

new text begin (1) define and analyze the competitive position of Minnesota's water technology
industry;

new text begin (2) create a Minnesota water technology cluster road map that will support and
strengthen the economic competitiveness of the state's water technology industry; and

new text begin (3) implement the Minnesota water technology cluster road map.

new text begin (c) In carrying out the duties under paragraph (b), the grant recipient shall consult
with experts from the Pollution Control Agency, the United States Environmental
Protection Agency, the Minnesota Trade Office, the University of Minnesota and
other institutions of higher education, and private sector businesses involved in water
technology development. The focus of the water technology road map shall be on water
technologies and systems developed by Minnesota and regionally based companies, to the
extent practicable, that include, but are not limited to, production of drinking water, storm
water management, and water reuse and desalinization.

new text begin (d) By January 15, 2017, the grant recipient under paragraph (a) shall report
to the commissioner of employment and economic development on the progress in
the development and implementation of the water technology cluster road map under
paragraph (b).
