  1.1                          A bill for an act 
  1.2             relating to children; providing for grants for 
  1.3             after-school enrichment programs; appropriating money. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [AFTER-SCHOOL ENRICHMENT PROGRAMS.] 
  1.6      Subdivision 1.  [NEIGHBORHOOD DESIGNATION.] The 
  1.7   commissioner of children, families, and learning shall designate 
  1.8   one community organization in each of three qualifying 
  1.9   neighborhoods in St. Paul and three qualifying neighborhoods in 
  1.10  Minneapolis to plan and implement after-school enrichment 
  1.11  programs.  The commissioner shall provide technical assistance 
  1.12  to the organizations, if needed, to develop a plan. 
  1.13     Subd. 2.  [PROGRAM OUTCOMES.] The outcomes of the 
  1.14  after-school enrichment programs shall be to: 
  1.15     (1) increase the number of children participating in 
  1.16  after-school programs who live in the designated neighborhoods; 
  1.17     (2) reduce the juvenile crime rate in the designated 
  1.18  neighborhoods; 
  1.19     (3) reduce the number of police calls involving juveniles 
  1.20  during the afternoon after-school hours; 
  1.21     (4) increase school attendance; 
  1.22     (5) reduce the number of school suspensions; 
  1.23     (6) increase the number of youth engaged in community 
  1.24  service; 
  2.1      (7) increase youth academic achievement; and 
  2.2      (8) increase the skills of youth in computers, the arts, 
  2.3   athletics, and other activities. 
  2.4      Subd. 3.  [PLAN.] By July 1, 1996, each designated 
  2.5   community organization shall develop a plan for an after-school 
  2.6   enrichment program for children ages nine through 13 who reside 
  2.7   in the designated neighborhood served by the community 
  2.8   organization.  Each community organization developing a plan 
  2.9   shall identify points of collaboration with other organizations 
  2.10  and resources available to implement an after-school enrichment 
  2.11  program.  The plan shall include: 
  2.12     (1) collaboration and leverage of community resources that 
  2.13  exist and are effective; 
  2.14     (2) creative outreach to the children; 
  2.15     (3) collaboration of grassroots organizations; 
  2.16     (4) local governments and schools acting as resources; 
  2.17     (5) community control over the design of the enrichment 
  2.18  program; and 
  2.19     (6) the availability of enrichment activities for a minimum 
  2.20  of five days per week after school with future plans to extend 
  2.21  to seven days per week. 
  2.22     Subd. 4.  [BOARD; PLAN APPROVAL; GRANTS.] (a) A plan 
  2.23  developed by a community organization under subdivision 3 shall 
  2.24  be submitted to a review board consisting of three members 
  2.25  appointed by the governor.  When an organization's plan is 
  2.26  approved by the board, the board shall award a grant to the 
  2.27  community organization for the implementation of the plan.  The 
  2.28  board also shall award small amounts of grant money to the 
  2.29  community organization to develop a plan. 
  2.30     (b) The board may develop additional outcomes under 
  2.31  subdivision 2 and plan requirements under subdivision 3. 
  2.32     Sec. 2.  [APPROPRIATION.] 
  2.33     $5,000,000 is appropriated in fiscal year 1996 to the 
  2.34  commissioner of children, families, and learning for the 
  2.35  purposes of section 1.  The appropriation is available until 
  2.36  expended. 
  3.1      Sec. 3.  [EFFECTIVE DATE.] 
  3.2      Sections 1 and 2 are effective the day following final 
  3.3   enactment.
