1.5 providing for construction of the Colin Powell Youth
  1.6 Center.
1.7 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.8 Section 1. [APPROPRIATION; COLIN POWELL YOUTH CENTER.]
1.9 $6,350,000 is appropriated to the Department of
1.10 Administration for a grant to Hennepin County to predesign,
1.11 design, construct, furnish, and equip the Colin Powell Youth

1.14 supportive services to disadvantaged youth. Hennepin County
1.15 shall contract for the operation of this facility and program,
1.16 pursuant to Minnesota Statutes, section 16A.695. This
1.17 appropriation shall be contingent on the nonprofit operator (1)

1.19 County at no charge, and (2) Hennepin County determining that
1.20 matching funds, in addition to the value of the land, of not

1.22 from nonstate sources, and are sufficient to complete a
1.23 functional facility. Funds secured prior to the date of
