relating to education finance; establishing grant programs for career and technical
education needs; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CAREER AND TECHNICAL EDUCATION EQUIPMENT GRANTS.

new text begin Grant program established. new text end

new text begin A grant program is established to
support school districts in providing career and technical education programs. Grants must
be used to purchase equipment for career and technical education classes.

new text begin Subd. 2. new text end

new text begin Application. new text end

new text begin The commissioner of education shall develop the form
and method for applying for the grants. The commissioner shall develop criteria for
determining the allocation of the grants to achieve an equitable distribution based on need.

new text begin Subd. 3. new text end

new text begin Grant awards. new text end

new text begin Grant funding under this section must be split equally
between school districts with any portion of their territory within the seven-county
metropolitan area and all other school districts.

new text begin (a) School districts that receive grant funds shall report to the
commissioner of education no later than November 1 of each year following the grant
receipt regarding the equipment purchased that was funded by the grant program.

new text begin (b) By February 1, 2017, the Department of Education shall submit an interim report
on the program to the legislative committees with jurisdiction over kindergarten through
grade 12 policy and finance. The interim report must include:

new text begin (1) the method and accompanying rationale for how need was determined; and
new text end

new text begin (2) which districts received money in year one of the program and what the grants
were used for.

new text begin (c) By February 1, 2018, the Department of Education shall submit a final report
on the program to the legislative committees with jurisdiction over kindergarten through
grade 12 policy and finance. The final report must include:

new text begin (1) any changes to the method for how need was determined;
new text end

new text begin (2) which districts received money in year one of the program and what the grants
were used for;
new text end

new text begin (3) the ongoing necessity of the grant program; and
new text end

new text begin (4) any recommended changes to the program if it were to continue.
