A bill for an act
relating to higher education; appropriating money for mental health education;
requiring a report.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin CHILD AND ADOLESCENT MENTAL HEALTH EDUCATION
DEVELOPMENT.

new text begin The University of Minnesota Medical School is requested to develop an educational
training program on mental health care for children, adolescents, and families. This training
will be delivered to medical professionals, mental health professionals, care coordinators,
community health workers, and trainees with the goal of addressing the serious problem of
limited workforce for mental health providers in the state. The development of this program
must include a series of five in-person task force meetings with community stakeholders to
be held in Bemidji, Duluth, Mankato, Morris, and the Twin Cities. These task force meetings
will serve to gather information about educational needs and to guide the development of
a two-day, interactive workshop to be held before July 1, 2018, at the University of Minnesota
Medical School with live teleconferencing connectivity to sites in Bemidji, Duluth, Mankato,
and Morris. This workshop will focus on developing new mental health care delivery skills.
The workshop will be followed by extensive review, evaluation, and feedback. By February
1, 2019, the dean of the University of Minnesota Medical School shall submit a report to
the chairs and ranking minority members of the legislative committees with jurisdiction
over higher education and health care with recommendations for future legislative action
on mental health training for medical professionals, mental health professionals, care
coordinators, community health workers, and professional trainees.

new text begin $500,000 in fiscal year 2018 is appropriated from the general fund to the Board of
Regents of the University of Minnesota for the planning, organization, and implementation
of the task force meetings and mental health training workshop in section 1. This is a onetime
appropriation.
