A bill for an act
relating to state employees; limiting reimbursement for travel expenses.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin TRAVEL EXPENSES.

new text begin (a) Notwithstanding any collective bargaining agreement, no employee or contractor
of the Department of Human Services shall travel, if reimbursement for the travel would
be required, unless the commissioner of human services certifies that travel is essential to
perform a job related to preserving human health or life.

new text begin (b) The commissioner shall report as part of the annual budget the number and
classification of jobs related to preserving human health or life that have been certified to
receive reimbursement for travel. As part of the annual budget, the commissioner shall
also report the amount spent by division for travel reimbursement. These amounts must be
identified and reported separately from administrative costs.
