A bill for an act
relating to taxation; proposing an amendment to the Minnesota Constitution, article
X, adding a new section requiring a supermajority vote of the legislature for passing
laws that increase state revenues.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin An amendment to the Minnesota Constitution is proposed to the people. If the amendment
is adopted, a section shall be added to article X, to read:

new text begin Passage of any law that would result in an increase in the amount of revenue
collected by the state by modifying an existing state tax, tax credit, refund, fee, premium,
or other charge or by imposing a new state tax, fee, premium, or other charge requires the
vote of at least two-thirds of the members of each house of the legislature.

new text begin The proposed amendment must be submitted to the people at the 2024 general election.
The question submitted must be:
