A bill for an act
relating to human services; requiring the commissioner to make recommendations
to the legislature for an adolescent residential treatment center.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

new text begin (a) The commissioner of human services shall study and make recommendations to
the legislature by January 15, 2008, on a financing structure to cover housing and services,
similar to the group residential housing fund, for programs that provide residential
treatment to adolescents. When determining the financial eligibility of the adolescent, the
structure must take in to consideration funds received by the program from the county,
potential health insurance coverage, and parental contributions based on a sliding fee scale.
In addition to financial eligibility, the commissioner shall make recommendations related
to other requirements that are necessary to determine an adolescent's eligibility for the
treatment program. The commissioner shall review the licensing structure of a residential
program that serves adolescents and make recommendations on the most appropriate
license for the program. The commissioner shall provide any other information that is not
specifically requested in this section that is relevant to establishing a funding stream for a
residential treatment program for adolescents.
