A bill for an act
relating to transportation; reducing transportation and infrastructure costs through
community virtualization electronic access; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin COMMUNITY VIRTUALIZATION.

new text begin (a) For the purpose of this section, "community virtualization" means the application
of telecommunication technologies to more cost effectively deliver and expand access
to services within communities, including but not limited to transportation, health care,
environment, education, commerce, and demands on infrastructure, through a reduction in
commercial and personal trips.

(b) The commissioner of transportation shall:

new text begin (1) assess the impact of community virtualization on travel, emissions, energy, public
infrastructure, facilities, safety, emergency management, and economic development based
upon the development of an occupational profile of employees in each business sector;

new text begin (2) quantify trip reduction potentials for the transportation network along major
corridors as well as totals by major occupational classes;
new text end

new text begin (3) quantify energy and emissions reductions;
new text end

new text begin (4) estimate the impact of community virtualization on commercial real estate
values, construction, and location decisions;
new text end

new text begin (5) quantify, by sector, managerial awareness of the impact of telework on the
operational performance of employers;
new text end

new text begin (6) develop strategies to evaluate the impact of telework on operational efficiencies
for business continuity;
new text end

new text begin (7) examine current continuity and disaster recovery strategies;
new text end

new text begin (8) assess how the region may support and improve the community virtualization
process;
new text end

new text begin (9) identify policies or regulations that restrict virtual work; and
new text end

new text begin (10) recommend follow-up activities and deployment strategies.

new text begin (c) In carrying out the requirements of paragraph (b), the commissioner shall
work cooperatively with employers, insurance industry representatives, telemedicine
representatives, distance learning providers, other electronic application providers,
Internet service providers, community organizations, and employee groups.

Sec. 2. new text begin APPROPRIATION; COMMUNITY VIRTUALIZATION.

new text begin $880,000 in fiscal year 2016 is appropriated from the general fund to the
commissioner of transportation for community virtualization under section 1. This is a
onetime appropriation and is available until expended.
