A bill for an act
relating to higher education; requiring the Minnesota State Colleges and
Universities to establish a transfer curriculum; proposing coding for new law
in Minnesota Statutes, chapter 136F.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

new text begin (a) The Board of Trustees of the Minnesota State
Colleges and Universities shall implement a transfer curriculum policy to facilitate the
transfer of college credit.

new text begin (b) The transfer curriculum policy must define a list of common general education
goal areas and must require all state colleges and universities to select from the list of goal
areas when imposing general education requirements as part of a degree program. The
policy must define student competency requirements related to each goal area.

new text begin Transfer from a state college or university. new text end

new text begin (a) If any state college or
university has determined that the entire transfer curriculum has been completed by a
student, the entire transfer curriculum shall be accepted as complete at every receiving
state college or university for that student.

new text begin (b) If any state college or university has determined that a transfer curriculum goal
area has been completed by a student, the goal area shall be accepted as complete at every
receiving state college or university for that student.

new text begin (c) If any state college or university has determined that a course meets a competency
requirement in a goal area, the course shall be accepted as meeting the same competency
requirement at every state college or university for that student.

new text begin (a) If the University of
Minnesota has determined that the entire transfer curriculum has been completed for a
student, the entire transfer curriculum shall be accepted as complete at every receiving
state college or university for that student.

new text begin (b) If a student has not completed the entire transfer curriculum at the University of
Minnesota, the receiving state college or university shall determine how each University
of Minnesota course meets transfer curriculum requirements for that student. Once any
state college or university has determined that a University of Minnesota course meets a
competency requirement in a goal area, the course shall be accepted as meeting the same
competency requirement at every state college or university for that student.

new text begin Transfer of postsecondary enrollment credit. new text end

or university has determined that a course fulfills a transfer curriculum goal area or
competency requirement within a goal area, the goal area or competency requirement
shall be accepted as complete for any student who completed the course and earned the
required grade for the goal area or competency requirement as part of the Postsecondary
Enrollment Options Act, section 124D.09.
