A bill for an act
relating to arts and culture; appropriating money for civics programs.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATIONS; CIVICS PROGRAMS.

new text begin $200,000 in fiscal year 2020 and $200,000 in fiscal year 2021 are appropriated from the
arts and cultural heritage fund to the Board of Directors of the Minnesota Humanities Center
for grants to the Minnesota Civic Education Coalition of Minnesota Civic Youth, the Learning
Law and Democracy Foundation, and YMCA Youth in Government to conduct civics
education programs for the civic and cultural development of Minnesota youth. Civics
education is the study of constitutional principles and the democratic foundation of our
national, state, and local institutions and the study of political processes and structures of
government, grounded in the understanding of constitutional government under the rule of
law.
