A bill for an act
relating to utilities; requiring studies for the purpose of reducing regulatory
burdens; proposing coding for new law in Minnesota Statutes, chapter 216B.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

The Public Utilities Commission must every ten years study the reporting and filing
obligations imposed on electric utilities under Minnesota Statutes, chapter 216B, and
related rules. The study must be done by the commission in consultation and cooperation
with representatives of electric utilities. The purpose of the study is to identify reporting
and filing obligations that are duplicative, outdated, or unnecessary. The commission
shall report by February 1, 2013, and on every ten-year anniversary thereafter, to the
committees of the legislature with primary jurisdiction over electric energy policy on the
findings of the study and propose legislation amending or repealing laws found to impose
duplicative, outdated, or unnecessary reporting and filing obligations.
