  1.1                          A bill for an act
  1.2             relating to education; modifying the definition of 
  1.3             general education revenue; creating a declining pupil 
  1.4             enrollment aid; amending Minnesota Statutes 1996, 
  1.5             section 124A.22, subdivision 1, and by adding a 
  1.6             subdivision. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1996, section 124A.22, 
  1.9   subdivision 1, is amended to read: 
  1.10     Subdivision 1.  [GENERAL EDUCATION REVENUE.] (a) For fiscal 
  1.11  year 1996, the general education revenue for each district 
  1.12  equals the sum of the district's basic revenue, compensatory 
  1.13  education revenue, training and experience revenue, secondary 
  1.14  sparsity revenue, elementary sparsity revenue, and supplemental 
  1.15  revenue. 
  1.16     (b) For fiscal year 1997 and thereafter, the general 
  1.17  education revenue for each district equals the sum of the 
  1.18  district's basic revenue, compensatory education revenue, 
  1.19  secondary sparsity revenue, elementary sparsity revenue, 
  1.20  transportation sparsity, total operating capital revenue, 
  1.21  transition revenue, and supplemental revenue. 
  1.22     (b) For fiscal year 1998 and thereafter, the general 
  1.23  education revenue for each district equals the sum of the 
  1.24  district's basic revenue, compensatory education revenue, 
  1.25  secondary sparsity revenue, elementary sparsity revenue, 
  1.26  transportation sparsity, total operating capital revenue, 
  2.1   declining pupil revenue, transition revenue, and supplemental 
  2.2   revenue. 
  2.3      Sec. 2.  Minnesota Statutes 1996, section 124A.22, is 
  2.4   amended by adding a subdivision to read: 
  2.5      Subd. 14.  [DECLINING PUPIL ENROLLMENT REVENUE.] A school 
  2.6   district's declining pupil enrollment revenue equals $500 times 
  2.7   the greater of zero or the difference between the district's 
  2.8   pupils in average daily membership for the previous year and its 
  2.9   pupils in average daily membership for the current year. 
  2.10     Sec. 3.  [EFFECTIVE DATE.] 
  2.11     Sections 1 and 2 are effective for revenue for fiscal year 
  2.12  1998 and later.
