A bill for an act
relating to state government; authorizing certain negotiations to avoid layoffs;
amending Minnesota Statutes 2010, section 179A.22, by adding a subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2010, section 179A.22, is amended by adding a
subdivision to read:

new text begin If the commissioner of management
and budget determines that implementing a collective bargaining agreement covering
executive branch employees may require layoffs, the commissioner may request the
exclusive representative of employees covered under the agreement to negotiate an
amendment to the agreement that would allow an appointing authority to implement
unpaid leave and reductions in hours, instead of layoffs, to manage cost increases imposed
by the agreement.
