  1.1                          A bill for an act 
  1.2             relating to commerce; providing for economic impact 
  1.3             statements on bills that regulate the activities of 
  1.4             businesses in this state; proposing coding for new law 
  1.5             in Minnesota Statutes, chapter 3. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [3.986] [ECONOMIC IMPACT STATEMENTS.] 
  1.8      Subdivision 1.  The head or chief administrative officer of 
  1.9   each department or agency of the state government shall prepare 
  1.10  an economic impact statement at the request of the first author 
  1.11  of a bill or the chair of the standing committee to which the 
  1.12  bill has been referred, if the bill would regulate the 
  1.13  activities of businesses in this state. 
  1.14     Subd. 2.  The economic impact statement, when possible, 
  1.15  shall:  (1) show the effect in dollar amounts on businesses in 
  1.16  this state whose activities would be regulated by the bill; (2) 
  1.17  cite the statutory provisions affected; (3) estimate the 
  1.18  increase or decrease in the revenues or expenditures of 
  1.19  businesses in this state caused by the increase or decrease in 
  1.20  business regulation proposed by the bill; and (4) specify any 
  1.21  long-range implications.  The economic impact statement may 
  1.22  comment on technical or mechanical defects in the bill but must 
  1.23  express no opinions concerning the merits of the proposal. 
  1.24     Subd. 3.  A copy of the economic impact statement shall be 
  1.25  delivered to the first author of the bill, to the chair of the 
  2.1   standing committee to which the bill has been referred, and to 
  2.2   the commissioner of commerce. 
  2.3      Subd. 4.  The commissioner of commerce shall prescribe a 
  2.4   uniform procedure to govern the departments and agencies of the 
  2.5   state in complying with the requirements of this section.
