A bill for an act
relating to human services; requiring evaluation of grant programs; requiring
reports; amending Minnesota Statutes 2018, section 16A.055, subdivision 1a.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2018, section 16A.055, subdivision 1a, is amended to read:


Subd. 1a.

Additional duties.

The commissioner may assist state agencies by providing
analytical, statisticalnew text begin , program evaluation using experimental or quasi-experimental designnew text end ,
and organizational development services to state agencies in order to assist the agency to
achieve the agency's mission and to operate efficiently and effectively.

new text begin In consultation with the commissioner of management and budget, the commissioner
of human services shall establish a schedule to review each grant program administered by
the commissioner of human services to determine if the grant must be evaluated to determine
whether the grant uses or promotes evidence-based practices, theory-based practices, or
promising practices. Within available appropriations, the commissioner of human services,
in consultation with the commissioner of management and budget, shall identify grant
programs that an evaluation using an experimental or quasi-experimental design would
provide information necessary to promote evidence-based practices to improve the intended
outcomes of the grant. The evaluation process must include an analysis of programs or
activities that are theory-based or promising practices and the development of plans to
evaluate the theory-based or promising practices to develop an inventory of evidence-based
practices to use in future grant awards. The commissioner of human services, in consultation
with the commissioner of management and budget, shall develop reports for the legislature
and other stakeholders to provide information on incorporating evidence-based practices
in program and budget decisions. The commissioner of management and budget, under
Minnesota Statutes, section 15.08, may obtain additional relevant data to support the
evaluation activities under this section.
