  1.1                          A bill for an act 
  1.2             relating to housing; establishing a program to assist 
  1.3             with purchases of manufactured homes; appropriating 
  1.4             money; proposing coding for new law in Minnesota 
  1.5             Statutes, chapter 462A. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [462A.2035] [MANUFACTURED HOME PARK 
  1.8   REDEVELOPMENT PROGRAM.] 
  1.9      Subdivision 1.  [ESTABLISHMENT.] The agency shall establish 
  1.10  a manufactured home park redevelopment program for the purpose 
  1.11  of making manufactured home park redevelopment grants or loans 
  1.12  to cities, counties, or community action programs.  Cities, 
  1.13  counties, and community action programs may use grants and loans 
  1.14  under this program to: 
  1.15     (1) assist with the purchase of existing manufactured homes 
  1.16  in manufactured home parks with preference given to older 
  1.17  manufactured homes and buy-out assistance to be determined by 
  1.18  the tax-assessed value of the home; 
  1.19     (2) provide down payment assistance not to exceed $10,000 
  1.20  per house to affected homeowners for replacement dwellings or 
  1.21  new manufactured homes; and 
  1.22     (3) make improvements in manufactured home parks as 
  1.23  requested by the grant recipient. 
  1.24     Subd. 2.  [ELIGIBILITY REQUIREMENTS.] Households assisted 
  1.25  under this section must have an annual household income at or 
  2.1   below 80 percent of the area median household income.  Cities, 
  2.2   counties, or community action programs receiving funds under the 
  2.3   program must give preference to households at or below 50 
  2.4   percent of the area median household income. 
  2.5      Sec. 2.  [GRANTS; REPORT.] 
  2.6      The housing finance agency shall select program 
  2.7   participants from eligible applicants, with the first grant 
  2.8   being awarded no later than December 31, 2001.  Participation in 
  2.9   this program is voluntary and no park resident shall be required 
  2.10  to participate.  The agency shall report to the legislature by 
  2.11  February 1, 2003, on the effectiveness of the program.  
  2.12     Sec. 3.  [APPROPRIATION.] 
  2.13     $2,000,000 is appropriated for the fiscal biennium ending 
  2.14  June 30, 2003, from the general fund to the housing finance 
  2.15  agency for transfer to the housing development fund for the 
  2.16  purposes of this act.  In the first year of the fiscal biennium, 
  2.17  the agency shall ensure that grants and loans under this 
  2.18  appropriation are awarded in approximately equal amounts to 
  2.19  applicants outside of and within the metropolitan area, as 
  2.20  defined in Minnesota Statutes, section 473.121, subdivision 2.  
  2.21  After June 30, 2002, funds remaining under this appropriation, 
  2.22  if any, need not be equally divided between metropolitan and 
  2.23  nonmetropolitan applicants.  This is a one-time appropriation 
  2.24  and is not added to the agency's permanent base.
