relating to education finance; providing comprehensive services to a school
identified as in need of comprehensive support under the Every Student Succeeds
Act; appropriating money; proposing coding for new law in Minnesota Statutes,
chapter 126C.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1.

[126C.90] COMPREHENSIVE SUPPORT FOR SCHOOLS IN NEED.

new text begin Qualifying site. new text end
new text begin
An elementary school site identified as in need of
comprehensive support under Minnesota's plan implementing the Every Student Succeeds
Act must meet the requirements of this section to be eligible for additional state aid according
to this section. A site remains qualified under this section for seven years.

new text begin Site-based revenue. new text end
new text begin
The Department of Education must develop a site-based
revenue model for each school district with an elementary school identified as a qualifying
site under subdivision 1. A school district must report data in the form and manner required
by the commissioner. The department may allocate expenditures that are not site specific
to each site on a proportionate basis.

all additional aid received under this section to the site identified as a qualifying school site
in need.

additional cross subsidy aid equals the difference between the site's special education revenue
for the previous year and the site's qualifying special education expenses for that year.

A qualifying school site's additional English
learner cross subsidy aid equals the difference between the site's English learner aid for the
previous year and its English learner revenue for that year.

Each qualifying school site's
full-service community school coordinator aid equals $150,000 per year.

new text begin School social worker aid. new text end

(a) Each qualifying school site is eligible for school
social worker aid. The aid equals the statewide average salary for school social workers for
the second previous year. Each qualifying school site must receive school social worker aid
for at least one social worker.

(b) For each additional 250 pupils served by the school site, the school social worker
aid must be proportionately increased.

(c) Aid for school social workers must be spent only on school social workers.

(a) Each qualifying school site is eligible for school
counselor aid. The aid equals the statewide average salary for licensed school counselors
for the second previous year. Each qualifying school site must receive school counselor aid
for at least one school counselor.

(b) For each additional 250 pupils served by the school site, the school counselor aid
must be proportionately increased.

(c) Aid for school counselors must be spent only on licensed school counselors.

new text begin School library media specialist aid. new text end

(a) Each qualifying school site is eligible
for school library media specialist aid. The aid equals the statewide average salary for
licensed school library media specialists for the second previous year. Each qualifying
school site must receive school library media specialist aid for one school library media
specialist.

(b) Aid for school library media specialists must be spent only on licensed school library
media specialists.

(a) The school library media specialist at each school site
must work with classroom teachers to develop a collection of at least 20 books for each
student to take home during the school year and to keep at home for the duration of the
student's enrollment at the school.

(b) A school site's school book aid equals $400 times the number of students served by
the school site.

new text begin School nurse aid. new text end
new text begin
(a) Each qualifying school site is eligible for school nurse
aid. The aid equals the statewide average salary for licensed school nurses for the second
previous year. Each qualifying school site must receive school nurse aid for one licensed
school nurse.

(b) Aid for school nurses must be spent only on licensed school nurses.

new text begin Paraprofessional aid. new text end
new text begin
(a) Each qualifying school site is eligible for aid for
an additional classroom paraprofessional. The aid equals the statewide average salary for
paraprofessionals for the second previous year. Each qualifying school site must receive
school paraprofessional aid equal to the aid for each paraprofessional times the number of
full-time classroom teachers in the building.

(b) Aid for paraprofessionals must be spent only on paraprofessionals.

new text begin Extended school year aid. new text end

(a) A school site's extended school year aid equals
the product of:

new text begin
(1) the number of pupils served by the site;
new text end
new text begin
(2) 20; and
new text end
new text begin
(3) the formula allowance for that year divided by 170.

(b) Each school site must provide at least 20 additional days of instructional service per
year.

new text begin Subd. 14. new text end
new text begin Prekindergarten program. new text end
new text begin
Each qualifying school site serving early
elementary grades must provide a play-based prekindergarten program at the school site.
The program must have a student to staff ratio of not more than ten to one and must include
at least one licensed preschool teacher for each 20 students served.

new text begin School site responsibilities. new text end
new text begin
(a) Each qualifying school site receiving aid
under this section must meet the requirements of this subdivision.

(b) The school site must convene a committee comprised of parents and teachers to
prepare a comprehensive needs assessment for the site. The site must actively notify and
encourage parents to join the panel. The site must show fidelity to the comprehensive needs
assessment as it implements the provisions of this section.

(c) The school site must offer music; art; outdoor play, weather permitting; and physical
education to each student each school day.

(d) The school site must ensure that each student has the opportunity for outside time
each school day that may include academic activities, nonacademic activities, or free play.

(e) The school site must adhere to class size limits, ensuring no regular instruction
classroom serving students in prekindergarten through grade 3 has more than 18 students
per teacher and no regular instruction classroom serving students in grades 4 through 8 has
more than 22 students per teacher. A classroom may meet these limits by including more
than one classroom teacher in a classroom.

(f) Each school site must provide trauma-responsive staff development for all school
employees annually.

(g) Each school must offer or arrange early childhood family education services, including
transportation, for a student's parent, guardian, or caregiver with a young child.

new text begin
To the extent practicable, each qualifying school
site must include locally grown foods in its school meals.

new text begin Homeless liaison. new text end

Each school site must employ a homeless liaison or enter
into an agreement with other local officials, agencies, or organizations to ensure that a
student whose family is at risk of homelessness receives housing assistance.

A school district must not reduce funds, supplant
funds, or otherwise negatively adjust the base budget of a school site receiving additional
state aid under this section.
