  1.1                          A bill for an act 
  1.2             relating to capital improvements; appropriating money 
  1.3             for improvements in the Red Lake River Watershed; 
  1.4             authorizing the sale of state bonds. 
  1.5   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.6      Section 1.  [RED LAKE RIVER CAPITAL IMPROVEMENTS.] 
  1.7      Subdivision 1.  [APPROPRIATION.] $1,250,000 is appropriated 
  1.8   from the bond proceeds fund to the commissioner of natural 
  1.9   resources for the purposes specified in this section. 
  1.10     (a) $200,000 is for a grant to the Red Lake River Joint 
  1.11  Powers Board to conduct total maximum daily load assessments of 
  1.12  water body pollutants and to complete up to four riparian 
  1.13  projects that reduce sediment and erosion. 
  1.14     (b) $200,000 is for a grant to the Red Lake River Joint 
  1.15  Powers Board to remove the Ottertail Power Dam located on the 
  1.16  Red Lake River about five miles upstream from Crookston. 
  1.17     (c) $850,000 is for a grant to the Red Lake River Joint 
  1.18  Powers Board to survey, inspect, design, and construct up to 15 
  1.19  boat accesses along the Red Lake River. 
  1.20     Subd. 2.  [BOND SALE.] To provide the money appropriated in 
  1.21  this act from the bond proceeds fund, the commissioner of 
  1.22  finance shall sell and issue bonds of the state in an amount up 
  1.23  to $1,250,000 in the manner, upon the terms, and with the effect 
  1.24  prescribed by Minnesota Statutes, sections 16A.631 to 16A.675, 
  1.25  and by the Minnesota Constitution, article XI, sections 4 to 7. 
  2.1      Sec. 2.  [EFFECTIVE DATE.] 
  2.2      This act is effective the day following final enactment.
