  1.1                          A bill for an act 
  1.2             relating to public safety; establishing a 
  1.3             demonstration project for crime prevention. 
  1.4   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.5      Section 1.  [CRIME PREVENTION; TARGETED EARLY 
  1.6   INTERVENTION.] 
  1.7      Subdivision 1.  [ESTABLISHMENT.] The commissioner of public 
  1.8   safety in cooperation with the commissioners of education, human 
  1.9   services, and corrections, shall establish a demonstration 
  1.10  project to address the needs of children under the age of ten 
  1.11  whose behaviors indicate that they are at high risk of future 
  1.12  delinquency.  The project will be designed to develop standards 
  1.13  and model programming for targeted early intervention to prevent 
  1.14  crime and delinquency. 
  1.15     Subd. 2.  [PROGRAM REQUIREMENTS.] Counties eligible for 
  1.16  grants under this section shall develop projects which operate 
  1.17  out of the office of the county attorney or the local social 
  1.18  services agency and include: 
  1.19     (1) a provision for joint service delivery involving 
  1.20  schools, law enforcement, social services, county attorney, and 
  1.21  community corrections to address multiple needs of children and 
  1.22  the family, demonstrate improved methods of service delivery, 
  1.23  and prevent delinquent behavior; 
  1.24     (2) identification of children at risk that can be made 
  2.1   from existing target populations including delinquents under age 
  2.2   ten, elementary truants, and children under age five receiving 
  2.3   mental health services due to their violent behavior; police, 
  2.4   schools, and community agencies may also identify children at 
  2.5   risk; 
  2.6      (3) demonstration of standards and model programming 
  2.7   including, but not limited to, model case planning, correlation 
  2.8   of at-risk behaviors and factors to correct those behaviors, 
  2.9   clear identification and use of factors which are predictive of 
  2.10  delinquency, indices of child well-being, success measures tied 
  2.11  to child well-being, time frames for achievement of success 
  2.12  measures, a scheme for progressively intrusive intervention, and 
  2.13  use of juvenile court intervention and criminal court 
  2.14  intervention; and 
  2.15     (4) a comprehensive review of funding and other sources 
  2.16  available to children under this demonstration project in order 
  2.17  to identify fiscal incentives and disincentives to successful 
  2.18  service delivery. 
  2.19     Subd. 3.  [REPORT.] The commissioner of public safety, at 
  2.20  the end of the project, shall report findings and 
  2.21  recommendations to the legislature on the standards and model 
  2.22  programming developed under the demonstration project to guide 
  2.23  the design of targeted early intervention services to prevent 
  2.24  crime and delinquency.
