A bill for an act
relating to human services; providing grant funds for nontraditional counseling
services; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin APPROPRIATIONS.

new text begin (a) $750,000 is appropriated for the 2016-2017 biennium from the general fund
to the commissioner of human services for three grants under paragraphs (b) to (d) for
service providers in Hennepin County that provide critical services that are nontraditional
for specific underserved populations. The providers of these services receive either no
public funding or inadequate public funding under the existing health and human services
network. Funds are available until expended.

new text begin (b) $250,000 is for services provided at a family nurturing center that works with
families at risk of child abuse and neglect by offering effective parenting education,
support, and skill development to offset issues related to intergenerational poverty, racial
disparities, chaos, and trauma experienced by families living in the Minneapolis Phillips
neighborhood and surrounding committees. The center provides an early education
program for children and provides a positive learning environment and a strong foundation
for future learning, at no cost to income-qualifying families.

new text begin (c) $250,000 is for counseling services for teens and young adults experiencing
homelessness or without adequate adult care or family resources, including supportive
services and counseling related to depression, suicide, anxiety, school failure, and
chemical abuse.

new text begin (d) $250,000 is for services provided at a walk-in counseling center for adults and
youth whose social and emotional problems, frequently evolving from experiences of
abuse, childhood trauma, and inadequate family and social support, are serious obstacles
in their lives. The counseling service provides free, anonymous, no-appointment-needed
services for individuals who cannot afford deductibles, premiums, or co-pays.
