  1.1                          A bill for an act
  1.2             relating to local government; authorizing the Chisago 
  1.3             Lakes joint sewage treatment commission made up of 
  1.4             Chisago county and the cities of Lindstrom, Chisago 
  1.5             City, and Center City to issue and sell general 
  1.6             obligation bonds for wastewater treatment facilities; 
  1.7             requiring resolutions and a referendum election. 
  1.8   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.9      Section 1.  [CHISAGO LAKES JOINT SEWAGE TREATMENT 
  1.10  COMMISSION BONDING AUTHORITY.] 
  1.11     Notwithstanding Minnesota Statutes, section 471.59, 
  1.12  subdivision 11, the Chisago Lakes joint sewage treatment 
  1.13  commission, a joint powers board established by the county of 
  1.14  Chisago, and the cities of Lindstrom, Chisago City, and Center 
  1.15  City, to own and operate wastewater treatment facilities for the 
  1.16  member local governments, may issue and sell general obligation 
  1.17  bonds pursuant to Minnesota Statutes, sections 115.46, 444.075, 
  1.18  and chapter 475, to acquire land for, construct, expand, 
  1.19  furnish, equip, and modify its wastewater treatment facilities, 
  1.20  and pledge the full faith and credit and taxing power of the 
  1.21  governmental units that are members of the joint powers board.  
  1.22  The joint powers board is a municipality within the meaning of 
  1.23  Minnesota Statutes, chapter 475.  Each government unit that is a 
  1.24  member of the joint powers board must adopt a resolution 
  1.25  authorizing the joint powers board to issue and sell the bonds 
  1.26  before a referendum election on the issue can be held.  A 
  2.1   referendum election is required, as provided in Minnesota 
  2.2   Statutes, section 475.58. 
  2.3      Sec. 2.  [EFFECTIVE DATE; LOCAL APPROVAL.] 
  2.4      Section 1 is effective the day after final enactment.  
  2.5   Section 1 does not require local approval, as provided in 
  2.6   Minnesota Statutes, section 645.023, subdivision 1, paragraph 
  2.7   (a).
