  1.1                          A bill for an act 
  1.2             relating to education funding; creating funding for 
  1.3             basic skills intervention programs; appropriating 
  1.4             money; proposing coding for new law in Minnesota 
  1.5             Statutes, chapter 126C. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [126C.125] [BASIC SKILLS INTERVENTION REVENUE.] 
  1.8      Subdivision 1.  [BASIC SKILLS PROGRAM REQUIREMENTS.] A 
  1.9   school district may establish a basic skills intervention 
  1.10  program.  The program must provide intensive tutoring to 
  1.11  eligible students after the regular school day or on Saturday. 
  1.12     Subd. 2.  [STUDENT ELIGIBILITY.] A student is eligible to 
  1.13  participate in a basic skills intervention program if the 
  1.14  student is in grade 9, 10, or 11 and has not yet passed the 
  1.15  basic skills tests in math or reading.  A student in grades 3 
  1.16  through 8 may participate in the basic skills intervention 
  1.17  program if the student's performance on the third grade or fifth 
  1.18  grade assessments indicates to the school district that the 
  1.19  student is at risk of failing the basic skills examinations. 
  1.20     Subd. 3.  [AID AMOUNT.] A school district that offers basic 
  1.21  skills intervention services is eligible for state aid annually 
  1.22  in an amount equal to: 
  1.23     (1) the number of eligible students; times 
  1.24     (2) the lesser of $500, or $5 times the number of hours of 
  1.25  basic skills intervention services received by that student. 
  2.1      Sec. 2.  [APPROPRIATIONS.] 
  2.2      Subdivision 1.  [DEPARTMENT OF CHILDREN, FAMILIES, AND 
  2.3   LEARNING.] The sums indicated in this section are appropriated 
  2.4   from the general fund to the commissioner of children, families, 
  2.5   and learning for the fiscal years designated. 
  2.6      Subd. 2.  [BASIC SKILLS INTERVENTION REVENUE.] For basic 
  2.7   skills intervention revenue under section 1:

  2.10     Sec. 3.  [EFFECTIVE DATE.] 
  2.11     Sections 1 and 2 are effective for revenue for fiscal year
