  1.1                          A bill for an act 
  1.2             relating to health; modifying provisions for family 
  1.3             planning special project grants; repealing ENABL 
  1.4             program; amending Minnesota Statutes 1996, section 
  1.5             145.925, subdivision 9; repealing Minnesota Statutes 
  1.6             1996, section 145.9256. 
  1.7   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.8      Section 1.  Minnesota Statutes 1996, section 145.925, 
  1.9   subdivision 9, is amended to read: 
  1.10     Subd. 9.  [RULES; REGIONAL FUNDING.] Notwithstanding any 
  1.11  rules to the contrary, including rules proposed in the State 
  1.12  Register on April 1, 1991, the commissioner, in allocating grant 
  1.13  funds for family planning special projects, shall not limit the 
  1.14  total amount of funds that can be allocated to an organization 
  1.15  that has submitted applications from more than one region, 
  1.16  except that no more than $75,000 may be allocated to any grantee 
  1.17  within a single region.  For two or more organizations who have 
  1.18  submitted a joint application, that limit is $75,000 for each 
  1.19  organization.  This subdivision does not affect any procedure 
  1.20  established in rule for allocating special project money to the 
  1.21  different regions.  The commissioner shall revise the rules for 
  1.22  family planning special project grants so that they conform to 
  1.23  the requirements of this subdivision.  In adopting these 
  1.24  revisions, the commissioner is not subject to the rulemaking 
  1.25  provisions of chapter 14, but is bound by section 14.38, 
  1.26  subdivision 7. 
  2.1      Sec. 2.  [REPEALER.] 
  2.2      Minnesota Statutes 1996, section 145.9256, is repealed.
