  1.1                          A bill for an act 
  1.2             relating to local government; authorizing grants for 
  1.3             reports on state mandates that increase costs of local 
  1.4             government services and for a report on city fees; 
  1.5             appropriating money. 
  1.6   BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA: 
  1.7      Section 1.  [STUDIES OF STATE MANDATES ON LOCAL 
  1.8   GOVERNMENTS.] 
  1.9      (a) $150,000 in fiscal year 1998 is appropriated to the 
  1.10  commissioner of administration to be used for grants as follows: 
  1.11     (1) $50,000 to the league of Minnesota cities, if the 
  1.12  league enters into a contract with the commissioner to produce a 
  1.13  study of mandates imposed on cities by the state; 
  1.14     (2) $50,000 to the league of Minnesota cities, if the 
  1.15  league enters into a contract with the commissioner to produce a 
  1.16  comprehensive report on fees charged by cities in Minnesota for 
  1.17  services and privileges provided by the city.  The report must 
  1.18  be based on a survey of all cities in the state and must be 
  1.19  based on responses from at least 80 percent of the cities.  It 
  1.20  must describe the amount and incidence of the fees for each city 
  1.21  that responds, as well as the use of the proceeds; and 
  1.22     (3) $50,000 to the association of Minnesota counties, if 
  1.23  the association enters into a contract with the commissioner to 
  1.24  produce a study of mandates imposed on counties by the state. 
  1.25     (b) The contracts described in paragraph (a), clauses (1) 
  2.1   and (3), must require that each study will provide reasonable 
  2.2   estimates of the cost of each mandate that is identified.  
  2.3   Reports summarizing the findings of all of the studies must be 
  2.4   presented to the chairs of the senate committees on taxes and on 
  2.5   local and metropolitan government and the chairs of the house 
  2.6   committees on taxes and on local government and metropolitan 
  2.7   affairs.
