A bill for an act
relating to transportation; prohibiting certain trucks on Stillwater Lift Bridge;
requiring commissioner of transportation to enter into agreement with state of
Wisconsin or close the Stillwater Lift Bridge.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
Section 1. new text begin PROHIBITION OF TRUCKS ON STILLWATER LIFT BRIDGE.

(a) The commissioner of transportation shall prohibit the operation of:

(1) any vehicle with a gross vehicle weight in excess of 26,000 pounds; and

new text begin
(2) any commercial vehicle combination,
new text end
new text begin
on the Stillwater Lift Bridge, located on marked Trunk Highway 36 over the St. Croix
River.

(b) The prohibitions in paragraph (a) do not apply to emergency vehicles and
motor vehicles while engaged in work on the bridge, including snow and ice removal
and flood control.

This section is effective the day after the commissioner erects
signs giving notice of the prohibitions established in this section.

Sec. 2. new text begin POSTING OF SIGNS.

The commissioner of transportation shall erect signs on the Minnesota side of the
bridge giving notice to vehicles approaching the bridge of the prohibitions in section 1.

This section is effective the day after the commissioner of
transportation reaches agreement with the state of Wisconsin for mutual enforcement of
the provisions of section 1.

Sec. 3. new text begin COMMISSIONER'S DUTY TO ENTER INTO AGREEMENT.

The commissioner of transportation shall take actions necessary to enter into an
agreement with authorized representatives of the state of Wisconsin to ensure that:

(1) the prohibitions in section 1 are enforced by both the states of Minnesota and
Wisconsin; and

new text begin
(2) the state of Wisconsin posts signs on the Wisconsin approach to the bridge giving
notice to vehicular traffic of the prohibitions.

This section is effective the day following final enactment.

Sec. 4. new text begin BRIDGE CLOSURE.

The commissioner of transportation shall close the Stillwater Lift Bridge to all
vehicular operations unless, no later than ........., the commissioner and authorized
representatives of the state of Wisconsin have entered into an agreement to enforce the
provisions of section 1.
