A bill for an act
relating to education finance; creating a new component of general education
revenue to support small school districts with declining enrollment; amending
Minnesota Statutes 2006, section 126C.10, subdivision 1, by adding a
subdivision.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1.

Minnesota Statutes 2006, section 126C.10, subdivision 1, is amended to read:


Subdivision 1.

General education revenue.

general education revenue for each district equals the sum of the district's basic revenue,
extended time revenue, gifted and talented revenue, new text begin small schools declining enrollment

Sec. 2.

Minnesota Statutes 2006, section 126C.10, is amended by adding a subdivision
to read:

new text begin A school district's small
schools declining enrollment revenue equals the product of:

new text begin (1) the basic formula allowance for that year;
new text end

new text begin (2) 0.2;
new text end

new text begin (3) the lesser of 100 or the district's actual loss in adjusted average daily membership
from the current year to the second prior year; and

new text begin (4) the greater of one or the ratio of 1,000 to the district's adjusted average daily
membership for that year.
