A bill for an act
relating to state government; reorganizing the administration of various training
and employment functions; transferring various responsibilities to Minnesota
State Colleges and Universities.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text beginTRANSFER OF TRAINING AND EMPLOYMENT
RESPONSIBILITIES TO MINNESOTA STATE COLLEGES AND
UNIVERSITIES.

new text begin Findings and purpose. new text end

new text begin The legislature finds that the responsibility
for the provision of training and employment services is fragmented among various state
agencies. The legislature's purpose in making the transfer of responsibilities in this section
is, among other things, to:

new text begin (1) provide more efficient delivery of those services;
new text end

new text begin (2) encourage and facilitate more collaboration among providers of different
employment and training services; and
new text end

new text begin (3) be more responsive to the needs of individuals seeking various employment
and training services.

new text begin Subd. 2. new text end

new text begin Adult basic education. new text end

new text begin The responsibilities of the Department of
Education and the commissioner of education under Minnesota Statutes, section 124D.52,
for the adult basic education program is transferred to Minnesota State Colleges and
Universities pursuant to Minnesota Statutes, section 15.039.

new text begin Various Department of Employment and Economic Development
training and employment responsibilities.

new text begin The following responsibilities of the
Department of Employment and Economic Development and the commissioner of
employment and economic development with respect to the programs and statutes
described are transferred to Minnesota State Colleges and Universities pursuant to
Minnesota Statutes, section 15.039:

new text begin (1) the jobs skill partnership program, including, without limitation, those
responsibilities described in Minnesota Statutes, sections 116L.01 to 116L.18, except that
the Jobs Skills Partnership Board shall continue and be administered within Minnesota
State Colleges and Universities;

new text begin (2) employment and training services as defined in Minnesota Statutes, section
116L.19, subdivision 4;

new text begin (3) the duties of the commissioner listed in Minnesota Statutes, section 116J.401,
subdivision 2, to the extent they relate to the responsibilities transferred by this subdivision;

new text begin (4) responsibilities regarding services to the blind under Minnesota Statutes, chapter
248; and

new text begin (5) responsibilities for vocational rehabilitation under Minnesota Statutes, chapter
268A.

Sec. 2. new text beginREVISOR'S INSTRUCTION.

new text begin In the next edition of Minnesota Statutes, the revisor of statutes shall make technical
changes required by the transfer of responsibilities in section 1. The revisor of statutes
shall prepare a bill for introduction in the 2010 legislative session that makes nontechnical
changes required by the transfer of responsibilities in section 1.
