A bill for an act
relating to health; expanding the distribution of naloxone; appropriating money.

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:

Section 1. new text begin NALOXONE DISTRIBUTION EXPANSION.

new text begin The commissioner of health shall expand the distribution of naloxone to save lives
and increase awareness of the opiate overdose epidemic. The commissioner shall:

new text begin (1) support statewide distribution of naloxone to targeted locations;
new text end

new text begin (2) establish an awareness campaign through educational partnerships and social
media to increase knowledge and understanding of the epidemic and the use of naloxone;
and
new text end

new text begin (3) connect individuals to treatment and other services through a comprehensive
network of evidence-based support services designed to improve the effectiveness and
viability of treatment and recovery.

Sec. 2. new text begin APPROPRIATION.
new text end

new text begin $1,500,000 on July 1, 2015, and $1,500,000 on July 1, 2016, are appropriated from
the general fund to the commissioner of health to expand the distribution of naloxone and
to raise awareness of opiate overdoses, treatment, and supportive services under section 1.
This is a onetime appropriation.
